Provisional Voting and Voter Identification

The Eagleton Institute of Politics, in partnership with the Moritz College of Law at Ohio State University, was awarded a contract by the U.S. Election Assistance Commission (EAC) to provide information on provisional voting and voter identification practices in the 2004 election. The contract called upon Eagleton and Moritz to collect and examine data from around the country on both issues and to make recommendations that states could consider implementing in future elections.

A report, Best Practices To Improve Provisional Voting, was submitted to the EAC on June 28th, 2006.

Voter Identification
A separate report, Best Practices To Improve Voter Identification Requirements, prepared by Eagleton and Moritz under the same contract, was also submitted to the EAC on June 28th, 2006.

Timothy Vercellotti and David Andersen of Rutgers University's Eagleton Institute of Politics and Political Science Department respectively presented a paper, "Protecting The Franchise, or Restricting It? The Effects of Voter Identification Requirements on Turnout", based on the data compiled for this report at the 2006 meeting of the American Political Science Association.
