JOYCE WILSON HARLEY

Joyce Harley is an attorney specializing in community development, economic development, and public policy initiatives. She was appointed the Essex County Administrator in 2005, making history as the fist woman ever to the hold the position. In 2004, Joyce was appointed chair of the county's Disparity Study Commission and elected to the Board of Trustees of the Essex County Economic Development Corporation, where she chaired the Legal and Finance Committee. Prior to joining Essex County, Ms. Harley served as the executive director of the Newark Downtown District, New Jersey's largest Special Improvement District and the New Jersey Multi City LISC, where she oversaw community and economic development projects in 14 of New Jersey's most economically challenged municipalities. Her emphasis on public policy engagement was instrumental in getting the Governor of New Jersey to implement a new Neighborhood Revitalization Tax Credit law which generated $20MM in new investment in New Jersey's most distressed cities.

Joyce Harley was the first African-American elected to the South Orange City Council where she also served as mayor. She has been cited twice by the New Jersey State Legislature for her work in community and economic development in targeted urban areas in the State. Previously, Joyce was the director of community development for First Union Bank and Fleet Bank in New Jersey, where she held the corporate title of senior vice president. Ms. Harley is the recipient of many outstanding awards and honors since 2000 on the local, county, state, national and international levels. Ms. Harley is the immediate past president of the board of trustees of the Newark Emergency Services for Families, the Association of Black Women Lawyers of New Jersey (President's Council), and the Montclair Alumnae Chapter of Delta Sigma Theta Sorority. She is the founder of The Bibliophiles, a reading group which is the oldest continuously operating, incorporated, African-American book club in the country. She is also a published author, having written articles on neighborhood revitalization for The New Jersey Banker and articles on why and how African-American women should run for public office in NiaOnline.

Joyce Harley also demonstrated her commitment to empowering women of color to seek public office by participating in the design and implementation of the Center for American Women and Politics' training initiative called Run Sister Run at the Eagleton Institute. She is an honors graduate of Douglass College and Rutgers Law School and was inducted into the Douglass Society in 2003.
